Exclusivité KASSATAYA : Le Mauritanien Elghassim Wane Sous Secrétaire général aux opérations de maintien de la paix de l’ONU.

La nouvelle vient de tomber et ne devrait tarder à être rendue publique : El-Ghassim Wane quitte la commission de l’Union Africaine où il occupait le poste de Directeur du département Paix et Sécurité pour rejoindre le département des opérations de maintien de la Paix (DOMP) de l’ONU.Dans un message adressé à son staff et dont KASSATAYA a reçu copie, le Secrétaire Général des Nations Unies M. Ban Ki-Moon se dit heureux d’annoncer qu’il a choisi le Mauritanien El-Ghassim Wane comme remplaçant de M. Edmond Mulet au poste de Sous-secrétaire général aux opérations de maintien de la paix. « Comme haut fonctionnaire de l’Union Africaine, il [El-Ghassim Wane] fut un proche partenaire des Nations Unies dans le règlement d’une large variété de défis portant sur la paix et la sécurité » a déclaré le SG de l’ONU avant de conclure « J’accueille l’expérience et l’expertise qu’il apporte avec lui dans ses nouvelles missions ».

S’Il s’agit d’une promotion pour l’intéressé et l’ONU, ce sera une immense perte pour la Commission de l’Union Africaine qui perd sa « boite noire » et sa « cheville ouvrière ». El Ghassim Wane était au cœur des actions de l’Union Africaine tant son département (Paix et Sécurité) était sollicité en raison d’une actualité africaine particulièrement chahutée. Les proches de monsieur Wane le décrivent comme un travailleur acharné qui ne s’accorde que très peu de répit.

El Ghassim Wane était cité comme l’un des Africains les plus influents comme dans cet article de KASSATAYA.

SECRETARY-GENERAL APPOINTS EL GHASSIM WANE OF MAURITANIA  
ASSISTANT SECRETARY-GENERAL FOR PEACEKEEPING OPERATIONS

United Nations Secretary-General today announced the appointment of El Ghassim Wane of Mauritania as Assistant Secretary-General for Peacekeeping Operations. He will succeed Edmond Mulet of Guatemala, whom the Secretary-General has appointed as his Chef de Cabinet. The Secretary-General reiterates his deep gratitude and appreciation to Mr. Mulet for his dedicated service in his former position.

Mr. Wane brings extensive experience on peace and security issues and conflict resolution, particularly in Africa in partnership with international and regional organisations, at a time when United Nations peacekeeping has reached a historic high in terms of levels of deployments of civilian and uniformed personnel and complexity of mandates.

As Director at the Peace and Security Department of the African Union Commission in Addis Ababa since 2009, Mr. Wane has discharged this function at a time when the cooperation and partnership between the United Nations and the African Union on peace and security issues in Africa has been deepening and expanding.  Between 1994 and 2009, he held a series of senior positions related to peace and security in the African Union and its predecessor, the Organisation of African Unity, including Head of the Conflict Management Division, Senior Political Officer, Deputy Head of the Conflict Management Centre and Political Officer at the Refugees, Displaced Persons and Humanitarian Affairs Division and Spokesperson of the African Union on peace and security issues.

Born in 1959, Mr. Wane holds Masters Degrees in Public Law, and International and European Studies from the Universities of Dakar in Senegal and Lille II in France, respectively.
